Summary of Rule Changes


All Classic & Classic-PPR leagues are now required to start 3DL/3LB/3DB and will have TFL added to their scoring system (these rules were changed in 2014 and implemented for 2015).

The start of Zealots Free Agency has been pushed back from February 10th to February 20th. The delay will allow for leagues to convert to the next season of MFL before starting free agent auctions.

Blind Bid waivers will now start on the Saturday morning of week 1, instead of Wednesday morning of week 2.

The number of IR spots has been increased from 4 to 5.

Players who are no longer on the NFL IR or IR-R must now be activated by their Zealots team. This will be enforced by utilizing the "In case of an IR violation, prevent owner from submitting lineup?" option in MFL.

Playoff Seeding was modified so that the top 2 division winners are seeded #1 & #2, and the remaining 4 playoff teams are seeded (#3-#6). Previously the division winners were guaranteed seeds #1-#4.

Expanded the pool of rookies eligible for the annual rookie draft regardless of if they were drafted or signed an un-drafted FA contract (i.e. "The Colt Lyerla Rule")

All players in the MFL database are now eligible for in-season Blind Bidding (i.e. "The Duron Carter Rule")


Detailed Voting Results


Lineups & Scoring

1. Vote was held to change Classic-PPR lineup requirements to allow all 3 O-Flex positions to start RB/WR/TEs. This vote Failed with 6 Yes and 10 No votes.

2. Vote was held to eliminate the use of kickers. This vote Failed with 5 Yes and 11 No votes.

3. Vote was held to increase the value of RB PPR from 0.5 to 1.0 in Classic-PPR leagues. This vote Failed with 5 Yes and 11 No votes.

A lot of Rules Committee members were in favor of this change in theory, but voted against it due the fact that Owners just voted on converting to Classic-PPR, and the 0.5 PPR for RBs was specified in that vote.


Roster Management

4. Vote was held to increase the size of the IR from 4 to 6. This vote Failed with 10 Yes and 6 No votes.

5. Vote was held to increase the size of the IR from 4 to 5. This vote Passed with 12 Yes and 4 No votes.

6. Vote was held to force owners to re-activate players from IR spots who are no longer on the NFL IR list. This vote Passed with 13 Yes and 3 No votes.

This rule will force owners to re-activate guys who return from the IR-R list, and would also prevent the situation that happened last year where Colt Lyerla was able to be stashed on the IR even though he was no longer on an NFL team. This will be enfored by utilizing the "In case of IR violation, prevent owner from submitting lineup?" setting in MFL.

7. Vote was held to push the deadline to cut down to 53 players from 7PM to 11PM ET. This vote Failed with 8 Yes and 7 No votes, with 1 voter Abstaining.


Waivers & Trades

8. Vote was held to modify the Blind Bidding tie-breakers to be consistent with other Zealots tie-breakers. This vote Passed with 16 Yes and 0 No votes.

All-Play % and Points against were added to the existing Blind Bidding Tie-Breakers so that they are consitent with the tie-breakers used other places (playoff seeding, rookie draft order). The full list is now: Overall Winning %, All-Play %, Points Scored, Points Against. In all cases, the worse team wins the tie-breaker.

9. Vote was held to change the first run of waivers from post-week 1 to pre-week 1. This vote Passed with 11 Yes and 5 No votes.

Previously, the first run of Blind Bid waivers would be on Wednesday morning of week 2. Now, the first run will be on Saturday morning of week 1. This will ensure that every team is able to field a full lineup in week 1, as well as give earlier access to players who were released when teams cut down to 53 players.

10. Vote was held to continue running waiver wire through the week 16. This vote Failed with 8 Yes and 8 No votes.

11. Vote was held to make all player in the MFL database eligible for Blind Bidding waivers. This vote Passed with 16 Yes and 0 No Votes.

This is the "Duron Carter" rule. The first main change is that all players in the MFL player databse are now eligible for in-season Blind Bidding waivers. This would have allowed Duron Carter to be acquired last season. Additionally, all players in the MFL database are now eligible for off-season auctions, with the obvious exception of rookies not being eligible until after the annual rookie draft.

12. Vote was held to push the trading deadling from week 11 to week 13. This vote Failed with 4 Yes and 12 No votes.


Rookie Draft

13. Vote was held to modify the eligibility requirements to be selected in the Annnual Rookie Draft. This vote Passed with 15 Yes and 0 No votes, with 1 voter Abstaining.

This is the "Colt Lyerla Rule", that was designed to stop the situation that occurred in 2014 where Colt Lyerla was ineligible to be selected for the start of a rookie draft, and then became eligible later in the rookie draft. All rookies in the MFL database will be automatically eligible. All players selected in the NFL rookie draft or signed as an undrafted rookie free agent by an NFL team will be eligible as well. As a last resort, a player who appears on the draft prospects list for any of the 4 external websites (listed in rules doc) is eligible. This rule would've allowed a player like Duron Carter to be picked in the rookie draft, even though he was undrafted in the NFL and did not sign on as an UDFA when he came out of college. This rule does not let Zealots teams draft players who are still remaining in college.


Playoffs

14. Vote was held to modify the way playoff seeding is determined with the top two division winners getting the #1 and #2 seed, and the the remaining 4 playoff teams being seeded #3-6. This vote passed with 12 Yes and 4 No votes.

The top two division winners will be seeded #1 & #2. The other two division winners and the two wild card teams will be seeded #3-#6 using the existing playoffs. This means that a Wild Card team would be seeded over a division winner if they had a better record. This will also prevent the #1 seed from facing the 3rd best team in round 2.

15. Vote was held to modify the Championship Tie-Breaker from playing in week 17 to higher seed winning. This vote Failed with 9 Yes and 7 No votes. After additional discussion this issue was voted on again, and that vote Failed with 10 Yes and 6 No votes.

16. Vote was held to modify the Championship Tie-Breaker from playing in week 17 to declaring co-champions. This vote Failed with 9 Yes and 6 No votes, with 1 voter Abstaining.


League Management

17. Vote was held to delay the start of Free Agency in order to convert league to the next season of MFL. This vote passed with 16 Yes and 0 No votes.

Free Agency will be pushed back from starting on February 10th to no earlier than February 20th, in order to give the Czars time to convert leauges on MFL. This will also allow Free Agency to run up to the Rookie Draft without having to interrupt it for the conversion.

18. Vote was held to clean up the End of Week 16 Commissioner duties list. This vote passed with 16 Yes and 0 No votes.

19. Vote was held to allow Zealots teams to utilize defunct team names & logos. This vote Passed with 13 Yes and 3 No votes. However, this rule change was not approved by the Vice Lords at this time, by a vote of 4-1 against.

The discussion around this issue did lead to the creation and announcement of the new retro logos (http://zealotsfield....showtopic=40795) that are now available in Zealots leagues. A thread will be created in the Pub & Grill to allow for members to express their interest (or lack thereof) in having defunct team names (i.e. Canton Bulldogs, Houston Oilers, Dallas Texans, Baltimore Colts, etc.) available for use in Zealots.


Replacement Owner Activities

20. Vote was held to prevent player drops from occurring while an ROD is taking place. This vote failed with 9 Yes and 7 No votes.

21. Vote was held to restrict rookies from the players that can be acrquired during a Free Add/Drop period occurring directly after the rookie draft. This vote failed with 5 Yes and 11 No
votes.

22. Vote was held to define the options available for determining ROD draft order. This vote passed with 12 Yes and 3 No votes, with 1 voter Abstaining.

Two options for determining the ROD draft order were added to the rulebook to replace the old, ambigious instructions. The new options will let the commissioner choose between having the high dice roll draft first, and allowing the high dice roll to select their preferred ROD draft slot. In addition, the official instructions for conducting a dice roll were added to the Rules Document for reference.

23. Vote was held to restrict RFAs from being selected in RODs & RWDs. This vote passed with 16 Yes and 0 No votes.

This language already existed in the new owner free add/drop section, and was added to the ROD & RWD sections. It prevents new owner activities (Free Add/Drops, RODs, RWDs) from selecting other teams' RFAs is the activites occur during the free agent period.




Additional Issues



24. The committee discussed allowing owners to submit partial lineups. This proposal did not have enough support from committee members to bring up for a vote.



25. The committee discussed various proposals to increase the value of IDP players. Many of the proposals were vague, and those that were specific did not have enough support from committee members to bring up for a vote. The committee did recommend watching to see how the addition of TFL impact Classic leagues in the upcoming season.



26. The committee discussed adding negative scoring for missed field goals. This proposal did not have enough support from committee members to bring up for a vote.



27. The committee discussed providing a home field advantage (for example 3 extra points) to the higher seeded team during the playoffs. This proposal did not have enough support from committee members to bring up for a vote.



28. The committee discussed allowing a either regular Waiver Wire run to occur after the last Blind Bidding run of the week or to allow Blind Bidding runs to include $0 bids. Neither of these proposals had enough support from committee members to bring up for a vote.



29. The committee discussed the issue of tanking, but there were no specific proposals brought up to vote on.



30. The committee discussed eliminating RFAs. This proposal did not have enough support from committee members to bring up for a vote.
