gestern wurden im Original die neuesten Regeländerungen bekannt gegeben, hier die Zusammenfassung (erst mal auf Englisch), in Blau Änderungen, in Rot Änderungen welche vorgeschlagen wurden, aber nicht akzeptiert wurden:

---------------- LINEUPS and SCORING --------------
1. Vote was held to modify the starting lineups by changing one of the mandatory RB to an O-Flex (RB/WR/TE). This vote passed 12-2.
2. Vote was held to change IDP lineups to 3DL, 3LB, and 3DB and add Tackles For Loss (TFL) to scoring (2 pts). This vote failed with 8 Yes's and 6 No's.
3. Vote was held to change IDP lineups to 3DL, 3LB, and 3DB and add Tackles For Loss (TFL) to scoring (2 pts) effective for the 2015 season. This vote passed 11-2 with 1 voters abstaining.
----------------- LEAGUE STRUCTURE --------------
4. Vote was held to eliminate conferences and allow two best wildcards to make the playoffs instead of one from each conference. This vote passed 14-0.
5. Vote was held to modify the wildcard tiebreakers to insert All Play Winning % and remove Division Winning %, Conference Winning %, and Head to Head record. This vote passed 13-1.
6. Vote was held to add All Play Winning % into the divisional tiebreakers as the 4th tiebreaker. This vote passed 13-0 with 1 voter abstaining.
7. Vote was held to move all-play up to #2 in division tiebreakers. This vote failed with 4 Yes's and 10 No's.
8. Vote was held to change Coin Flip to Dice Roll in the tiebreakers since a Dice Roll can be done online and a coin flip cannot be done online. This vote passed 13-0 with 1 voter abstaining.
9. Vote was held to modify rookie draft tiebreakers to match the wildcard tiebreakers. This vote passed 14-0. This does NOT change the 2014 rookie draft orders and will go into effect for 2015 rookie drafts.
10. Vote was held to extend waivers through week 16. This vote failed with 7 Yes's and 7 No's.
11. Vote was held to change the deadline to start the rookie draft to be one month after the NFL draft instead of June 1st. This vote failed with 5 Yes's and 8 No's and 1 voter abstaining.
----------------- Replacement Owner Drafts (RODs) --------------
12. Vote was held to add clarification language to the rules regarding single replacement owners and roster sizes. The new language is to clarify that the owner must stay within the rosters limits at the time of joining the league when doing the one time free acquisitions. This vote passed 14-0.
13. Vote was held to correct a mistake that removed a clause in the ROD rules. Up until 2012 trades were not allowed by anyone in the league when a league opening existed. That language got removed by accident two years ago because non-ROD owners should not have trading rights turned off during this time but it inadvertently allowed owners in a ROD to trade. The committee voted whether to add back in "Trades are not allowed involving teams in the ROD until the completion of the ROD." This vote passed 11-2 with 1 voter abstaining.
14. Vote was held to allow trades during a ROD for the drafters in the ROD. The actual ROD draft picks are not assets that can be traded. This vote passed 12-1 with 1 voter abstaining.
15. Vote was held to add language for a Replacement Waivers Draft when owners waive their right to a ROD. This means owners that waive their rights to a ROD and just take over a team can still have free acquisitions from the waiver wire. This vote passed 14-0.
---------------- Free Agency and Waivers --------------------------
16. Vote was held to modify ZBucks so they are used in $1 increments instead of $50 increments. Current ZBuck totals will be divided by 50 as well so the net effect is equal. This vote passed 14-0.
17. Vote was held to change the in-season waiver system to a blind bid system. This proposal evolved from the drafting room including thoughts that "ZBucks are worthless". This included setting a maximum amount of ZBucks that can be carried over from one season to the next. Proposal also included a one-time scaling of ZBucks based on current balances. The formula used to scale the ZBucks is listed below. This vote passed 12-0 with two owners abstaining.
One-Time ZB Scaling for 2014:
ZBs will be scaled (post 2013 ZB allocation & post dividing by 50) so that no team enters the 2014 season w/ less than 150zb or more than 300zb.
Bounds for the scaling will be defined on a by-league basis as follows:
ScaleMax = 300
ScaleMin = Max(150, ZBmin/ZBmax*300), rounded up to the nearest ZB
where ZBmin = the smallest ZB total in the league & ZBMax = the largest ZB total in the league
Individual Team ZB balances will be calclauted as:
y = ScaleMax - [(ZBmax - x) * (ScaleMax - ScaleMin) / (ZBMax - ZBMin)]
Where x = the number of ZB the team currently has. Result will be rounded up to the nearest ZB.
For 2014 all teams will be credited with the maximum 50zb carryover from the previous season (50zb will be credited after the previous calculations).

18. The rules committee discussed eliminating the trade deadline. This had no support from the committee members to even bring to a vote.
19. The rules committee discussed allowing defunct NFL teams as team names. There was support for this from the committee but we punted to the Vice Lords because we do not have MFL banners for these teams.
20. The rules committee discussed the probationary period for new owners proposed in the drafting room. The committee did not feel this was related to the rules so we punted the issue to the Vice Lords. The Vice Lords agreed that we already have procedures in place for this for all owners.
21. The rules committee discussed allowing each rookie pick in a ROD to be drafted as an individual asset. There were plenty of loopholes presented in the discussion and we decided to let that have more time in the Drafting Room. This can come back to a future rules committee if future discussion warrants that.
